The assessment of homelessness given in the briefs did not include the institutional and cultural practices that contribute to widening social disparities. Blue focuses on waterfronts, which often epitomize these complex relationships. Ports of trade and recreation sites for the affluent also provide homeless people with seclusion and a temporary retreat from societal pressures. Unrestrained privilege and less than ethical business practices are an exacerbating factor and often a direct cause of homelessness.

‘Home’ means something different to all of us. The place where we grew up, the place where we live at the moment, the place we come to relax or entertain our friends. But for far too many people home remains a distant dream, as they try to eke out an existence in sub-standard accommodation or sleep rough on the streets.
